Because this is a new feature that we now want to use in Zope 2.10.
Adding smaller packages, independently distributed packages that
everybody can install if they want is much easier than maintaining a
whole new Five release, telling people to install that, etc.
I expect that much of Five will actually go away once we make some tiny
but important changes in Zope 2 (make Acquisition aware of __parent__).
