Hi Paul. I think the challenge is documents for the most part. I have 
done work on document transformation for lessons etc for electronic 
courses in higher education from xml sources. That said, the challenge 
was not as much in the technology but in having authors prepare 
documents that could be managed.

For the most part, folks did not like writing the documents this way 
even with familiar editors since it put constraints on them to decscribe 
the information they were writing as they were writing content. 
Unfortunately, we have created a culture of people that like to style 
each document which is just nuts. I estimate at least 40% of all time 
working with documents is giving it a presentation suitable to the user. 
One has to ask how much benefit is derived by the organization as a result.

Transformation approaches are great in that they provide ultimately 
consistent corporate branded material but you have to start with good 
sources. The culture of authors has to change so that they look at a 
document as data, not as the only presentation of what they have 
written, that has been my experience.
