That will not be a problem if there's only one version of the actual engine.

This needs to be nailed down.  I think the Zope 3 version was the last
to have any work done on the I18N support; there may be changes that
haven't been ported to the Zope 2 flavor.  If its a matter of an
additional feature in the Zope 3 version, there's no problem making it
available everywhere.
