[z3-five] menu/menuItem + action support

I looked into adding some support for CMF actions today, and came up 
with something that looks useful.

First I ported globalBrowserMenuService to Z2 (as the one in Z3 relies 
on Z3 internals that differ from Z2), and then I create a "FiveTool" 
that is an action provider.

Now I can create menuItems in ZCML that will pop up in the normal 
actions listing!

So, question:
Do you feel this is a good way forward? Is there any interest that I 
finalize this (it's quite rough and ugly now) and give it to you? We 
quite like the solution of making actions menuItems.

I guess the menu/menuItems directives should go into Five itself, and 
the FiveTool (or something like it) into CMFonFive?
