[z3-five] Proposal: use $INSTANCE_HOME/package-includes

Anyway, I'm of course thinking on my feet/email about the issue and 
pressures that push Five in various directions. I think I've now at 
least understood myself a bit better as I articulated them in the 
discussion.

Let's go ahead and try to make package includes work, by all means. That 
way we'll also learn more about the issues around product installation.

I'm interested in puzzling out the way you can override things in 
another product (includeOverrides etc), and how this interacts with 
systems like package-includes.
