I'm not sure it is a misuse either, it's just a point that we can 
speculate on. 'title' in Zope 3 has no semantic value, it's something 
that can be i18n-ed, etc. 'title' in Five suddenly gains a definite 
meaning. Perhaps we need a five:definePermission which besides title 
also has an attribute for the zope 2 permission.
