I'm not too sure of an answer to this question. Railroad was initially developed 
to be cooperate with proxy and service (or 'tool') objects in Zope. IOW, the 
'API' did not get too much attention.

Yes it is :-)

But you of course have noticed that there's no real Railroad development from 
our side currently, since basically it does what we need for now. But there's a 
certain possiblity we do need to work on it in the not-too-distant future.
