I'm wondering about doing this kind of thing in the future too.
There's an effort underway to convert existing VHS-tape based
resources to DVD for both quality and ease-of use (no fast-forwarding
or rewiding!). With an ever increasing number of computers around,
a centralised store of video (indeed, multimedia) content seems
obvious.
Running it all under Plone and Railroad provides a nice simple way
of allowing 'anyone' to add content, yet require approval before
making it widely available.

Did you follow the instructions in railroad/doc/install.txt?
And from a recently downloaded version?

I've had it running under Debian, so can't offer firsthand
advice for FreeBSD, but some of the problems you describe
seem a little more fundamental than Railroad.

Have you had success with creating a (non-Railroad) WebDAV?
A plain Apache2 one, that is.
