It is possible to buy an off the shelf sim card with no questions asked.
I bought a T-Mobile card for 50$ and got 50$ talk time. I have never
dared to called overseas with this and it does charge for toll free
numbers and incoming calls. Only really usual if expecting to make a
lot of phone calls and receive phone calls within the us. Txt messaging
is 10c anywhere in the world.

From experience - most budget hotels allow toll free numbers which prepaid
cards use. A 10$ prepaid calling card will give around 1hr overseas
talktime.
