The xslt-config options isn't as straitforward as one might think 
because buildout calls easy_intall where passing arguments is not 
possible (afaik, not in buildout anyway). Passing enviornment variables 
is very well possible though. So I'm pondering about setting env-vars 
and a recipe. Will discuss that on the distuils mailing list.
