You may be interested to know that I have made an extension to ftputil 
(so far only for my own personal uses) that incorporates these two 
features. The mirror script uses an rsync-like logic for including and 
excluding files. I use it regularly as an upload mirror script for a 
large internal FTP site. Apart from the two features mentioned, it can 
also (to a certain reasonable extent) deal with FTP servers on broken 
OSes with case-insensitive file systems.

I haven't posted the code here so far because it needs some cleanup and 
because it was made against ftputil 2.1b.

I'll try to get the stuff cleaned up asap, perhaps it can save you some 
work.
