[Cython] too late to review and push patch for better handling of integral C types ?

+1; there's plenty of bugs which are not fixed and will not be fixed for 0.11; the RC should only point out regressions, things that used to work. There's nothing stopping us from putting out 0.11.1 in another week's time.
