[Cython] Cython 0.11 release candidate

If this represents cython-devel up to the last fix (838a6b7cae62) for
Lisandros warnings, I'm fine with the release.

I just cleaned up a couple of more tickets in trac and added some test
cases for them. I don't care if they go in or not, but it would be good to
have them in the release branch at least, as we might fix some of them in
the 0.11.x life cycle.
