[Cython] Call for hosting of users' mailing list

I'm pretty sure one can post to the list without signing an EULA--at  
least once the moderators approve you. I'm pretty sure one needs an  
account to administer though. I don't find it too draconian,
but for something like this finding the lowest common denominator is  
important.
