[Cython] remaining Pyrex changes

I plan on doing that later tonight after I get back... I've compiled  
sage recently with cython-devel, so don't expect any big surprises.

Our circular import stuff is a superset of this, but maybe I'm  
mistaken here. We could support this too if you want.
