[Cython] Cython 0.9.6.12 released

After discussing the second point with Tim Abbott and Robert Kern, we
think it is actually a correct behavior and all is fine.
So the only problem that remains is the Debian bug #464751 - there is
a simple fix suggested by Stefan, but it probably
wasn't applied yet.
