[Cython] Speed up cython for enum declarations

I would guess that they're about the same speed. Perhaps a 1000 line  
enum is a bit faster, but it seems like it should be a lot faster  
(which it probably isn't). Take this hunch with a grain of salt, I  
haven't timed anything here.

And I think the truth is a bit of both.
