[Cython] a problem with declaring and initializing <type> (*pointer)[N] = NULL

Just pulled from cython-devel repo, this does not work (neither before the pull)

cdef int (*iranges)[3] = NULL

but this indeed work

cdef int (*iranges)[3]
iranges = NULL
