The short answer is that you should try to get contribution agreements
now from people. However, since those are for contributing to the PSF
specifically, there may be some details you'll want to address as far
as how to handle things if for some reason it ends up being another
entity that manages the licensing/etc.
Some of the other directors may have comments on this too.
