[Cython] Code contribution from multiple authors

Hi,

I am one of the lead developers of the Cython compiler. http://
cython.org/ I am wondering if you can give any advice on the best way
to license/receive contributions such that if at some future point we
wish to contribute this code to the Python Foundation this will be a
smooth process. I would especially want to avoid having to hunt down
every single contributer at this future date to make the change,
despite the fact that the copyright remains with the authors.

Thank you for your advice,
Robert Bradshaw
