[Cython] reply-to header

I definitely would not say "reply-to" header mangling was "standard". I know a
couple of people who actually use "reply-to" headers themselves. That would
plain conflict with a "standard reply-to header" in mailing lists.

Is that experience backed mainly by Google groups or by real mailing lists?

For example, Debian lists do not seem to uses it, and Debian has quite a
number of lists.
