[codespeak-ann] background maintenance/upgrade work

Hello, 

starting today there will be software upgrades on codespeak
and also a subversion backend switch.  Usually we are not
announcing such maintenance work but with an eminent
subversion change (we are moving to 1.2.0) it probably can't
hurt to know about it.
